Import SBA PPP/7(a) loan rows as a free payroll-derived revenue proxy: PPP loans were sized at 2.5x monthly payroll, and payrollToRevenueRatio (default 0.30) turns that into an estimated monthly volume. Matches existing customers on externalId "sba-ppp:<loanId>" or case-insensitive business name + street address; writes loan facts and the derived figures to customFields, records a sba_ppp revenue_estimate signal, and re-ranks.
